This article endeavours to characterize the setting inside which the worth of capabilities as a reason for working environment learning can be thought of and examines the philosophical and epistemological viewpoints saw as in a significant part of the writing. Competency building definition and competence estimation issues are investigated like a scope of different issues concerning the worth of capabilities in a work environment learning setting.
